Report on 2nd Workshop with Stakeholders on "Road Transport Noise"
Brussels, April 29, 2003

1. Introduction and Objective of the Workshop

The aim of the CALM network is to establish the "Community Noise Research Strategy Plan". This plan shall identify strategies for future research that will be designed to promote EU wide reduction of environmental noise. Therefore, the network has to identify the strategic research needs in the fields of noise emission (with special focus on noise caused by road traffic, railway transport, aircraft and outdoor machinery), noise propagation, noise exposure and the adverse effects of noise, particularly in urban areas. The development of such an strategic research plan requires, of course, the close involvement of all stakeholders which is realised by special workshops within CALM.

The first workshop dealing with the four noise emission topics road, rail, aeronautics and outdoor machinery was held in Brussels on 18th and 19th March 2002 (see Detailled Report). This first workshop aimed at the definition of the basic research requirements in these fields and provided also essential inputs for the CALM Strategy Paper 2002 titled "Research for a Quieter Europe" (see Press Release).

The second workshop on "road transport noise" covered by this report, is a continuation of the first workshop and has the following objectives:

Based on the results of the first workshop and on the brain storming and intensive discussions of this workshop, the future research requirements were further specified and assessed. The requirements can be clustered into 8 groups:

  1. Tyres (including tyre-road interaction)
  2. Infrastructure
  3. Vehicle noise
  4. Traffic flow and monitoring
  5. Annoyance
  6. Standards
  7. Regulations
  8. General

All these research needs are collected in Attachment 3. The collection includes - as far as possible - estimates of noise reduction potentials, priorities, estimations of time scales and other remarks.

These results will provide essential inputs for the further development of the noise technology road maps and the strategic research plan within the CALM network.
