The EFFNOISE project is defined in two stages:

Stage 1 is a review of noise mitigation measures (technical, legal and socio-economic aspects) and in particular those taken at EU level. Noise mitigation measures refer to source related measures, organisational measures, source management and/or measures on the propagation pathway.

Stage 2 is an assessment of the effectiveness of different noise mitigation packages for transport noise as agreed with working group "Health and Socio-Economic Aspects" in stage 1. This effectiveness will be expressed in numbers of people exposed to noise level bands as defined in Annex VI of the Environmental Noise Directive 2002/49/EC.
